Component 2: अत्यावश्यक पर्यटन पूर्वाधार सुधार तथा स्तरोन्नति (Critical Tourism Infrastructure Improvements)- US$ 66 million

  • उत्प्रेरक तथा स्थलस्तरीय लगानी (Catalytic and Site-Level Investments)-US 34M$ -MoCTA-PIU-1
    • मायादेवी मन्दिर क्षेत्र संरक्षण, बगैंचा (उद्यान) तथा आसपासका क्षेत्रहरूको संरक्षण तथा स्तरोन्नति (Upgrading of the Maya Devi Conservation Shelter, Sacred Garden and Surrounding Areas.
    • लुम्बिनी सङ्ग्रहालयको विस्तार तथा प्रदर्शनी व्यवस्थापन (Expansion and Curation of the Lumbini Museum)
    • रामग्राम, तिलौराकोट तथा देवदहका प्रमुख स्थलहरूको स्तरोन्नति तथा विकास (Enhancement of Key Sites: Ramgram, Tilaurakot, and Devdaha)

Component 3: आयोजना व्यवस्थापन र समन्वय (Project Management and Coordination)

नेपाल सरकार पूर्वाधार बिकास मन्त्रालय, सहरी विकास तथा भवन निर्माण विभाग अन्तर्गत आयोजना समन्वय कार्यालय रहेको र कार्यान्वयनको लागि दुई वटा आयोजना कार्यान्वयन इकाई रहेको छ । साथै नगरपालिका बाट समेत साना साना उप आयोजनाहरु संचालनमा रहेको छ ।

Accountability

Ministry of Infrastructure Development (MoID)

Lead implementing agency; oversight of all civil works and infrastructure investments; supervision of PIU-2; chairing of the Project Coordination Office (PCO).

Accountable for delivery of Component 2 outputs and compliance with technical standards and E&S risk management requirements.

Ministry of Culture, Tourism and Civil Aviation (MoCTCA)

Destination planning; tourism governance strengthening; MSME development; private-sector engagement; supervision of PIU-1.

Accountable for delivery of Component 1 outcomes and market-facing interventions.

Project Coordination Office (PCO)

Overall project coordination; approval of Annual Work Plans and Budgets (AWPBs); consolidation of progress, financial reports, and managing disbursements; results monitoring; World Bank interface; MIS oversight.

Accountable for project-wide performance, fiduciary compliance and E&S risk management requirements, and achievement of PDO and intermediate indicators.

Project Implementation Units (PIUs):

PIU 1 - under MoCTCA

PIU 2 - under MoID

Day-to-day implementation; procurement and contract management; site supervision; E&S compliance and monitoring; GRM administration; MIS updates; preparation of Operation and Maintenance (O&M) plans and handover documentation.

Accountable for execution quality, timely reporting, and compliance with POM procedures.

Municipalities / Site Authorities

Support implementation at site level; local stakeholder coordination; post-completion O&M. E&S monitoring

Accountable for sustainability of assets and community interface.
